The democratic party has a majority of seats in both houses,,ask yourself why?
Because a majority of the electorate voted for them based on progressive ideas including healthcare ,including a public option,this was a cornerstone of the obama campaign and was no secret,,,democrats had and have a popular mandate
It is how they represent the majority who sent them to washington
