It's not who has the best coverage - it's about who's willing to take you.
Citizens, is the only RATED carrier, rated by AM Best, currently writing homeowners insurance in FL.
You can go with an unrated carrier, who's new - but the problem is, the financials I've seen show they don't have enough reserves for a major hurricane - which would mean you'll have a very hard time getting paid.
